Phillips, 26, was waived by the Dolphins on Tuesday, is in his fourth season in the NFL. Phillips tallied 63 tackles and 5.5 sacks in just over three seasons with the Dolphins after being drafted by Miami in the second round (52nd overall) in the 2015 NFL Draft.

Thomas was brought in during Week Two and played 18 snaps in two games for the Bills. Thomas was inactive against Green Bay in Week Four.
